My P4 3.0c (I think it is C) idles at about 34c when the case temp is 32c. Under load with the same case temp, it only runs in the upper 40s. I use arctic silver 5 thermal paste on the stock heat sink. Did you use the thermal pad that came with the processor? I have heard that those do not work so well.
