sort of figured that but not having a uninstall routine in add/remove is very suspect.
fwiw this gets rid of it
msiexec /x C:\Windows\System32\webfldrs.msi

It's a drag-n-drop into your website thing that has been with M$ for a long time. Check Windows Help under 'webfolders' and there is a great explanation. It is a legitimate file and part of Windows.
