The problem really boils down to the one minute flash period. There are plenty of LEDs with fixed timing between 0.5 Hz and 2 Hz +/-25% flash rate - they're everywhere. Very much slower than this and you are talking about a much smaller market coupled with more expensive timing components like CMOS counters, large capacitors (C > 1 uF) and large resistance values. And, you want it to be power-efficient as well.

I can see something like a small circuit board with 3 to 7 components (including the LED of your choice) and an external battery holder with wire leads.

Price-wise, maybe $10 to $60 in pre-designed kit form depending on how close to your performance expectations you can afford.
I suppose the cost would change based on the flash requirement?
I could probably design & build one of these myself out of stuff from RadioShack and my garage, but I don't have the time.
