Actually it is very funny someone should mention this. The government DID have a department designed to stop hurricanes, called Project Stormfury. They were using airplanes equipped with certain chemicals (silver iodide?) to help reduce the winds of a hurricane.
... How come no one heard of them? Not surprisingly they tried and while it looked like it worked, it turned out that the hurricanes would have reduced their winds naturally.
