Have you stopped to think (we here in the U.S.) that we as a generation are not to blame for the choice to build a city in that area, in a bowl? We did not choose our state lines or county lines. The only thing we get to choose is to keep moving our city limits out further and further as we grow.
So we have a choice. We can say, "Our ancestors screwed up and we are not going to rebuild there" or we can rebuild there. Then we can not absolve our generation of the blame for building in a bowl. To save face etc. my bets are there is a 99% chance New Orleans will be rebuilt much bigger and better and in the same bowl.
As for the rest of the coastal areas, a 100' sea wall is cost prohibitive and ugly. Evidently rebuilding is more economical. Again, I am not an engineer, so all I say is guesswork.
