I assume by partition he means compartmentalized thus keeping the HDD & PSU heat in a separate chamber? If so that does make sense.

The picture doesn't covey that impression to me though.

Except that with heat rising, it makes more sense to me to put the CPU, HD and CDROM at the top of the case, with vanes above them to allow the heat to rise, and a fan at the front to pull air in and one at the back to exhaust it out.

Lots of cases put the HDs at the bottom, and even with a great fan system, you still get heat rising into the case.
