Your AIW will do all of this and it doesn't make any difference if you have a AIW 7500, a 9800 or anything in between, for video capture the result will be the same.
I have never used a Tivo, but why can't you just copy the mpg file(s) from the TIVO hard drive, and then burn it to a DVD directly, or re-encode it and then create a DVD?
