Thank you JRS. Does this mean that I actively went and changed the default access rights to the "Windows" folder/directory? Not trying to be priggish, just trying to understand B4 I let MS do-the-doo.

I have never changed any rights to the "Windows" folder/directory that I am aware of since this OS was installed (' 99?). At least I do not remember doing it, but can not answer for other background processes...
