In Microsoft's defense, they did have to test in the different versions of XP, different languages, etc. They would lose a lot more face by coming out with a patch that did not work than being a few days late.
Don't get me wrong, I think they dragged a little more than they should have. But as a developer, I have seen far too often where a "quick fix" breaks something else down the line.
