I don't know, but you have to work your way though the steps to eliminate possibilities.

This is the big reason I install everything separately, which means I keep the boot sector on the C drive in a small FAT or FAT32 partition, which allows me to put DOS apps there and boot to it in case of emergency...eliminates the floppy.

Then I put the OS on D and E whatever is required, then I put Programs and every thing else, on other partitions. After doing weekly maintenance with batch files, and scheduling I image to C and D.

If something goes wrong, I restore just the boot sector, or the operating system, without touching anything else. And they are never more then a couple of weeks behind. It solves problems like this quickly and easily.
