On NTFS drives you have NO security tab and thus no way to set security per folder or file. It's synonymous to "simple file sharing" on the local side in the sense that either you have admin rights or user rights to folder but no tweaking.

Bottom line is they dumbed it down and not just the inability to join a domain.
