Using Outlook 2003, right-click the folder, click Add to Favorites.
Expand Favorites, click Add to Favorite Folders.  It will then show up
in the navigation pane when clicking Calendar, under Other Calendars.

To make a shortcut, click on the public folder, right-click on a
toolbar, click Web, you can then see the URL and use that to make your
shortcut.  The URL will be something like outlook:\\Public Folders\All
Public Folders\SharedCalendar
