Are you looking for apartments that have a working connection thru an ISP or ones that are wired but not active account?

Often they require live internet connections when they move in. Sometimes the apartments are already connected, sometimes they aren't. Is there any type of small hand-held device that will detect if a phone line is 'live" with an internet connection?
