With ISPs cracking down for stuff that isn't even illegal nowadays and
who knows what sniffing and logging your packets, it probably makes a
good deal of sense.
Why not use TOR? It's free and handles anonymizing.

I've used it a bit, and it works well. I find it slows surfing down,
but it runs you through several hops, making it very tricky to
track. I've read you jump through several countries to make the laws
about logs harder to deal with.
