Why would you want to do that? The P-M is very efficient at ramping clock
speed up to meet the instantaneous load requirements.
If your BIOS does not have a mechanism to disable enhanced speedstep, you
can use a utility like RMclock to force it to whatever profile you desire.

remember once seeing an place deep inside where you could tell it NOT to
lower speed (at the expense of battery life, obviously).
