Er, it may be stupid....but tiny apple apparently doesn't want to rouse the not-so-sleepy giant. MS has a lot of muscle it could flex against apple if they moved directly. I think they are forced into a "coy" posture. Yeah, they can be happy with their 6% or consider getting crushed out of existance.

Point: this has to happen very very slowly.
