It's not perfect, but this site: http://musicbrainz.org/ has programs
that do exactly what you're talking about.
It takes random mp3 files, and fills in all their tags--does it off
of file size and some other factors, I think.
I've used iEatBrainz on mac a lot. It's found and fixed a lot of my
stuff.
