I use encrypted virtual drives for my personal data. One thing I haven't been entirely sure of is whether the encryption is tied to the program that created it. In other words, if you create a encrypted drive in, say, TrueCrypt, or Paragon Encrypted Disk, or PGP , then you will need to open the drive in the program that created it ... correct? Even if you know what the key is you can't decrypt it without the program that created it... correct?

No. Totally encrypted drives have an encrypted file table. Windows will see it as junk unless it has the transaction layer software to see it.
