With the Intel quad-core Q6600 (2.4GHz) hitting $266 next week (7/22), and
the new E6850 (3.0GHz) dual-core running at $266 now, along with the rather
nice P35 Express chipset, why would anyone even consider an AMD-based
machine for anything but an ultra-budget box?

But to answer your question...now is a pretty decent time to buy. If you're
dead set on AMD, they just slashed prices---the X2 6000+ can be found for
only $170. The next gen core, Phenom, is rumored to be delayed for until Q1
2008. (Barcelona-based Opterons will ship this year, but current rumor is
the Phenom desktop chips won't.) Intel has just released the 1333MHz bus
chips, and a huge price cut on existing chips is set for the 22nd...they
will push out 45nm chips later this year, but I don't think they're reason
enough to wait.
