The recommend a PS with 400W and 20A on 12v. They are not talking about a single 12v rail with 20 A, just 20 A on 12 V [read it again]. Also, they are not saying that their card will use all of the 20 A on the 12 v, since other stuff may be drawing current on 12V. They just recommend that because that's what a typical PC will need (with some overhead) if their card is in there.

Probably it will work as long as you don't have too much other stuff drawing current on the 12V line.

According to Maximum PC, most PS don't really supply separate "rails" anyhow. It's all connected to the same point.
