Does the computer run in safe mode? If so you can see if anything runs there. Also, Check the Task Manager and see if there is any software running that looks fishy (Pun intended).
There is a lot of Spyware that locks computers down and do not let you run certain utilities. I have seen this in the past. The funny thing is the person who owns the computer has no idea how they got in there.
