You can, I do it quite often. I just browse the .tib for a backup, open it,
select a file & drag 'n drop. Sometimes, for whatever reason that fails, so
I use the Acronis restore function. Drag 'n drop is just quicker...

I don't know from what you are saying why Acronis won't work for you.
I can look at all my files from an Acronis backup.
I never tried copying a file out but I bet I could do a drag and drop.
