Only differences in my case were: 1. I was trying to recover admin password(s) from xp-home, SP2. 2. The part where you wait for the repair install to show: "Installing Devices progress bar in the lower lh corner" turned out to be a row of "progress dots" in the lower rh corner - that's where I pressed SHIFT+F10. I got the console prompt. 3. "At the prompt, type NUSRMGR.CPL and press Enter", didn't work for me due to something that was broken. 4. "If you want to log on without having to enter your new password, you can type: "control userpasswords2" at the prompt and choose to log on without being asked for password.", however, did enable me to access my users and reset all of their privileges and passwords. Only did it once, so I may have missed a detail or two. Hope it works for you, too.
