Got a link to the KB article? Makes me wonder if that's related to not having PAE
since XP32 is most definitely supports a 4GB map:

My current system is PAE enabled, 2GB RAM w/ a 512MB video card (512MB*2 actually)
and I'm not showing an RAM loss. Why would I @3GB given the 4GB limit?

I disagree, there is lots of articles about this including in MS
Knowledge base. I have actually experienced the drop after installing a
video card. In Control Panel\System\General Tab I started out with so
much ram and then installed a video card with twice as much RAM and when
I checked again my system ram had dropped an appropriate amount.
