Agree with Chris strongly too; HUGE fan of the rhythm games and been wanting
the band ones for a while (last couple years).  Best Buy had a sale a few
weeks ago so I dove in full bore:

They had (might still have) RB2 special ed for $99, which is a great price;
snag that ASAP!  I also got the premium drums (the ION set) for $150, which
is half off the $300 list price (and these drums are pretty bad-ass).
That'll cover the base equipment you need, unless you want to get a
guitar/mic stand ($50 at BB too for the React one which isn't bad).

That having been said, I'd say RB over GH if you were picking only one,
mainly b/c RB supports DLC MUCH better than the GH games does (which makes
me sad, since I've been a fan of GH since GH1).  As Chris said, you can
import (almost all except 3) all the songs from RB1 into RB2 and all you
need to do is borrow the RB1 disk (you don't even need to keep it) and then
pay the 400 MS points (which is $5, as 80 points=$1; don't ask me why they
did it that way instead of 100 points=$1), and you get all the songs.

You can also get almost all the track packs vol2, metal, classic rock,
country, ac/dc and do the same import deal for ALL the songs (you just need
the code from the manual; don't need the disk after that and don't even have
to pay the RB1 redemption fee!), so the beauty is that you just need the RB2
disk in and can play ALL those songs w/o switching disks and messing up your
game or party flow--totally great user experience!!  Oh and you can do this
with most of the songs from Lego:RB too!

The only exception to this is Beatles:RB as they want to be its own
standalone platform so you can't import those songs into RB2, but you will
be able to add more Beatles songs to it so you will get more DLC there.

Now I went and got almost all the GH and RB games b/c I've been a GH fan
since the beginning (evne though I thought RB was better), but I got deals
on almost all of them.  Here's the best prices I've found on all of them.  

Used (at Gamestop):
GH1                     (not made for the 360)
GH2                     $10 (not it's not a band game but good songs)
GH3                     $10 (also not a band game)
GH: Aerosmith   $15 (not a band game either; I'm a completist! :P)
Beatles: RB             $50 (figured save the $10 at the time)

New (mostly Amazon; was BB but returning for better prices at Amazon)
GH: World Tour  $17 (big sale; but $30 at BB or reg price)
GH: Smash Hits  $25 (GREAT price since it's $50/60 elsewhere; all old
GH1/2/3 songs in band format so you                             definitely
want this)
GH: Metallica   $25 (Metallica; 'nuff said!)
RB2                     $99 (as I said, bought the special ed with the game,
drums, mic and RB guitar, so great deal)
Lego RB         $44 (got it at Best Buy; was best price I've seen since
then)
GH5                     $100 (I got this b/c I got the GH guitar with it,
and the GH5 guitar is great; prefer it to RB                            but
that's your personal pref; but this way you get the game and an extra guitar
for parties)


Oh and the RB track packs are all like $20 for the disks, but as mentioned,
you don't need them once you dl the data into RB2, so I just borrowed the
disk from a friend and dl'ed the content with the code and was good to go; I
think the code gets like 3 uses and then is expired though...you can always
look for used games but the code might be used up and the advantage is not
having to switch disks.

Fyi the RB1 track pack wasn't made for the 360 (no idea why) so you'll have
to dl those songs individually if you want them (if you gotta have them all!
:P)

And as mentioned GH only allows importing of SOME content into GH5 and you
have to pay and if they even allow you to import more songs then it'll cost
you even more; GH has def failed as far as competing with RB unfortunately
*sniff*

Ok that covers most of my obsessive research into this the last few weeks.

Clarification:  You need the Rock Band 1 Disk to do this. 
Renting/barrowing a friends works along with of course purchasing Rock 
Band 1.
