yes, and they are using the correct one for COX, which the, no doubt,
obtained from the LAN router

I don't think so, uPnp is at whatever Linksys has a default on both
the LAN and WAN routers and it works on the WAN.
If you plug a laptop into the network cable one of the TV devices
are using, does it work properly?
yes, perfectly.
Lastly, if: A. you have the ability to clone traffic to another
switch port or B. can insert an old hub between the device & switch
to tap off of, you might be able to use wireshark to analyze the traffic.
I think I will try swapping out the router with an identical one I
happed to have.
