I've been stymied by this problem and found that I could eliminate the issue by accepting the changes and then saving the document on which track changes was used. Seems to solve the problem.

At some point in the last few weeks, my copy of Word 2007 has decided that every time I open a Word document, it will turn on track changes and set the view to "final".
