I went with a 4x8GB kit of 2133 CAS9 memory. No, it doesn't make much difference, I just wanted it. Outside of memory benchmarks or the very rare app that is memory performance sensitive, it's unlikely to be much better than a vanilla 1600 kit. I had a bunch (56GB worth) of the 4GB Samsung 30nm 1600 RAM that was so popular a while back, but I wasn't ever to get it stable running 8 sticks, so I decided to give the IMC a rest and use 4 8GB sticks instead. http://www.newegg.com/Product/Product.aspx?Item=N82E16820231564
4GHz should be easy given what SBE did, but of course it remains to be seen. I've not used Thermaltake's all-in-one water units. My 3930k is cooled by a fully custom loop with wayyyy overkill capacity, and I've used various Corsair self-contained water units with good results. For tech parts, Microcenter, Provantage, and Amazon (even though I too have to pay tax) get the majority of my business if they have the part and are reasonably competitive.
