When you say downloads where are you downloading from? I found that speed test is multi threaded. Meaning it makes multiple connections to max out the speeds. However if you are doing http downloads depending on the server you could only get a single thread which can be throttled by the server config.
Try the same download with a multi threaded own load manager. I use internet download manager.
