Can not be sure, but I would check ATI for some Uninstall Washer proggy. I recall a similar problem when I swapped an ATI 4350 to an ATI 4650 (still in play). No, I never did figure out who/what the 'unknown PCI device' was. Then, being a Dell, does it have an on-board Video function? Might be a Dell thing.

Had a noisy fan so off to the bench, wound up being the PSU so was not a 
problem. Had a ATI x300 series video card so while I had it apart I put in a 
FX5500 nVidia. I am assuming better but not sure. More memory anyway. Un 
installed the ATI drivers rebooted and put in the NVidia drivers but it keeps 
wanting to detect a unknown PCI device. I have not a clue, pretty much just 
told windows to not bother me with it again but it bothers me what it could be.
