You also likely have other devices mapped to the remaining RAM like a 512~768MB video card. Also lacking a remap option in the BIOS leads to this.
As to 2GB or smaller x32 app memory allocation and more than 4GB installed RAM netting you the ability to open more 2GB/32bit apps w/o using a x64 windows, good luck.
