No testing suggestions but I'll wager the get the most bang for the buck adding RAM over 1GB and defragging the HDD (and/or in replacement HDD if it's older). Removing TSR memory hog "stub" and update programs goes a long way also.
Fact is P4 should be enough to browse the web. Throwing new cpu & video at it should not matter.
