OEM has to be sold with a new computer (not just hardware like a lot of shady dealers like to do). So you could probably get OEM with a motherboard and CPU, but not with a mouse. OEM licenses live and die with the PC they are purchased with, but Retail can be reinstalled over and over.

Shopping 32-bit software.  64-bit has to wait for a future major HDW
upgrade.  I like my current 32-bit apps and I'm productive in my 32-
bit world.

I'd go 64 bit unless you actually have an old 32 bit CPU. Most 32 bit software runs fine in 64 bit Windows, and you get the ability to move up to 4+GB of RAM.
