Just uninstall it. IE is completely removable using built-in add/remove
features in Win7.

I think too much of windows and a lot of apps are tied to it, so likely you
cannot actually remove it much less disable it.

Normally I'd say change the acls of a folder which should prevent anybody
including  the system from using it but I doubt that will work given the
dependencies.
