No, I cannot reproduce it here. It seems that it requires a special GSM net situation. From the PCO2 logs you made, it look like this without applying the AT%SLEEP=2 workaround (Thank you for allowing to post this trace overview). I would say that this is not necessarily a wrong behavior of the GSM modem.
