True. You'll need to put effort into making the mass of the spinning
components as light as possible.

Perhaps by using fiber optics to conduct light from a set of illuminated
rings near the hub to the outer edges of the rotating blade. That way
you avoid electrical contact slip rings and the need to put heavy
electronic components out on the tip of the blade.

I'm sure buying a few of these Chinese-import rotating signs off
ThinkGeek (or wherever) will lead to some implementation shortcuts.
(Either by stealing design ideas, or repurposing components.)
