The two router-oriented distributions that I am aware of are: pfSense: http://www.pfsense.org/ m0n0wall: http://m0n0.ch/wall/ I think pfSense originally was a fork of m0n0wall. I do not have any experience with web GUIs for their management, so I don't know if they are any good (or if they even exist). A Google search also reveals: BSD Router Project: http://bsdrp.net/ I don't know of anybody that has used this though.
