Reorganize irqData structure - move tracebuffer to end - improves asm code.
Unify clock checking in handlers and trace buffer.
Pass a standard "time elapse" string to reporters.
Move checkPolls calls into irq.cpp and unify PXA/non-PXA code.
Make TRACEFORWATCH a pxa only thing - it isn't really useful for mmutrace.
