Implement manual physical page allocator for devices without AllocPhysMem.
One can often obtain physically continuous pages by allocating large
amounts of virtual pages. This is useful for older machines that
don't have AllocPhysMem.
Convert "wirq" code to new system - wirq is now available on all
devices.
Also, freePages() doesn't need page count parameter.
