Hi Behdad,
AFAICS, there's no need for Buhid to go through the Indic shaper; it has a
couple of non-spacing marks, but nothing requiring Indic-style reordering or
special Indic features. Accordingly, I'd suggest removing it from the list of
scripts that are categorized as needing hb_ot_complex_shaper_indic.
