You can access the development repository from SourceForge project page: https://sourceforge.net/projects/xetex/ There is usually no separate releases, XeTeX is released with TeX Live (and the repository is essentially a subset of TeX Live tree, that is why looks a bit "unusual"). HarfBuzz-enabled XeTeX (v0.9999) is aimed for TeX Live 2013, but I may try to make a beta release with some binaries for people to test given the relatively big changes in this release.
