If you insist on placing them in the syllable structure, it comes after
a long vowel - see http://en.wikipedia.org/wiki/Avagraha .  As they can
stand on their own, I'd be strongly tempted to treat them as
consonants. The only relevant reference I could find to the symbol's use
in Telugu was in http://en.wikipedia.org/wiki/Telugu_literature#Alphabets .
