I do not know if it is a problem of Harbuzz or not, as it involves fonts without Opentype tables. However, in Hebrew the "point marks" should be on the bottom of the letter, even if it is a yod. See the string יָ . Rendering it with Mekorot-Vilna.ttf (a open-source font I am attaching) using "uniscribe" and "ot" shapers produces different results. I used harfbuzz 0.9.22-win32 on Linux using Wine and Uniscribe usp10.dll version 1.420.2600.5969 (from Windows XP).
