The one thing I don't see here is any support for the Hangul one- and two-dot tone marks U+302E/302F. It's possible some fonts could handle these entirely within OpenType, but in the case of Windows' malgun.ttf, for example, we need to re-order the tone mark to precede the syllable to which it is applied, so that it appears on the left.
I believe both Uniscribe and Core Text handle this, so we really need to match their behavior.
