What's complex about Pahawh Hmong? Unless you want error checking (and I am puzzled as to how the Universal Shaping Engine is going to provide that), it should be a simple script. It's certainly no more complicated than IPA. Conceivably it's 'complex' in that Uniscribe/DirectWrite refuses to apply the mark feature, but that's the only complexity I see.
