[HarfBuzz] Arabic: lookup order vs. feature order

If I read the Microsoft spec for Arabic, it seems pretty clear that 
features should be applied one by one, in a specified order. On the 
other hand, I have the impression that Harfbuzz applies the lookups in 
lookup order. Is that the case?
