HOWEVER: If we go for the modular design, I see no reason why it will not be possible to implement a VM running under Java. A VM for Mono/.Net would also be an excellent idea. I see the concept as similar to User Mode Linux, or VMWare.
I'm very much in favour of the idea that modules can be in the language of your choice...
