...up to that build the Eclipse plug-in development environment (PDE)
would insist on appending "/plugins" to the end of your target
directory.  Since that build PDE will also check for 'plug-ins' (i.e.
OSGi bundles) in the target dir.  Harmony's JRE does not have a /plugins
directory, it stores the component JARs in "jre/lib/boot"
