Actually I'm trying to attach a patch to my own issue. And a few days ago I successfully attached a patch to other's issue...

I suspect this is the way JIRA suggest that you file a new issue, so that issue has just one contributor / patch submitter. I've seen that message when trying to attach files to issue filed by someone else.
