harvest/local_settings.py.sample is new… glad it's there, because for some reason I never took the time to think that using it would be a really really good idea! The Readme says to run cp local_settings.py.sample local_settings.py. I know it isn't an automated script and only techies are going to be following that, but you may want to suggest cp -i or -n so it won't overwrite an existing local_settings.py that somebody has lovingly created.
